Complex evaluation procedure

Pursuant to Article 243(1) of the Law on Higher Education and Science (i.e. Journal of Laws of 2025, item 622):

1. A comprehensive evaluation consists of evaluating activities aimed at ensuring the quality of education at a university.

2. When conducting a comprehensive evaluation, particular attention is paid to the effectiveness of activities aimed at ensuring the quality of education at the university in all fields in which education is provided.

3. A comprehensive assessment is carried out at the request of a university that has only positive program assessments or a positive comprehensive assessment.

4. The PKA shall decide whether to conduct a comprehensive evaluation or refuse to conduct it, taking into account the results of program evaluations.

5. A comprehensive evaluation shall result in either a positive evaluation or a refusal to issue a positive evaluation.

6. A positive comprehensive evaluation shall be issued for a period of 3 to 8 years.

7. When issuing a positive comprehensive evaluation, the PKA may indicate areas in which the quality of education is particularly high. During the period referred to in paragraph 6, no program evaluation shall be conducted for fields of study assigned to disciplines within these areas, unless the minister requests that it be conducted.

8. If a positive comprehensive assessment is refused, the university may not apply for such an assessment for a period of 5 years, unless the PKA indicates a shorter period.

1. The criteria for comprehensive evaluation are:
1) the functioning of the education quality assurance system and its relationship to the university’s strategy;
2) the method of establishing study programs, their design and approval, as well as the monitoring of these programs, their periodic reviews, and improvement;
3) the method of conducting education, ensuring student development, and achieving learning outcomes;
4) admission rules, taking into account student achievements, verification of learning outcomes, and conducting diploma examinations;
5) the functioning of the university’s human resources policy and the development of teaching and research staff;
6) the availability of infrastructure and other teaching resources and the functioning of the student support system;
7) the functioning of the information management system and the publication of information concerning education.

Currently, the Polish Accreditation Committee is conducting preparatory work on the development and implementation of the procedure.
